All map packs are in self-extracting .exe files. Download and double click on it to extract, and copy the text below in the pop-up that opens when you double click the downloaded file.

[edit] CSS Map Packs

C:\Program Files\Steam\steamapps\yourloginname\counter-strike source\cstrike\maps

Make sure you replace "yourloginname" with whatever your steam login name is.

[edit] Insurgency Map Pack

C:\Program Files\Steam\SteamApps\SourceMods\Insurgency 

Overwrite all files if necessasry.
